At the time this video was made, Frank Recchia was an investigative reporter for the television station KCBD-TV in Lubbock, Texas. He conducted two separate investigations focusing on self-defense sprays that were later televised on the evening news.

His first investigation centered solely on pepper sprays sold over-the-counter to consumers and police models available only to law enforcement. The models he purchased over-the-counter were found to be anywhere from 5 to 10 times weaker than models used by law enforcement.
​
Mr. Recchia volunteered to be sprayed by both consumer and law enforcement sprays to accurately judge the effects of such sprays. The results were quite surprising. After being sprayed for a total of over five seconds directly in the face and eyes with the over-the-counter model, Mr. Recchia was not affected by the spray whatsoever. The only symptom he mentioned after the demonstration was that his eyes were slightly irritated - far from being an acceptable tool for self-defense.

Mr. Recchia was then sprayed three separate times directly in the face and eyes with the law enforcement model for a total of over five seconds. The first two sprayings had almost no noticeable effect. Only after being sprayed a third time with a longer burst was the device able to stop and immobilize Mr. Recchia.​
